The Syrian Ministry of Finance announced that the salary and wage increase has come into effect, following the issuance of executive instructions for Decree No. 67 of 2026. The Ministry clarified the details of the implementation mechanisms for this increase, the categories covered, in addition to setting the new minimum wage and how compensation will be calculated.
Categories Covered by the Increase
The announced increase covers civilian employees in ministries, administrations, and public institutions, as well as public sector companies and establishments. Joint entities where the state's contribution is not less than 50 percent also benefit, in addition to seasonal, temporary, and contract workers, and those working part-time or on a production basis.
Details of Calculating the Increase
The increase is calculated at 50 percent based on the fixed monthly salary or wage that was effective on December 31, 2025. This increase includes the promotion allowance due from the beginning of 2026, in accordance with the provisions of State Employees Basic Law No. 50 of 2004 and its amendments.
New Minimum Wage
The executive instructions stipulated raising the general minimum wage to 1,560,000 Syrian pounds per month. This limit applies to employees in the public, private, cooperative, and joint sectors. This minimum wage has also been exempted from income tax to alleviate the burden on employees.
Special Provisions for Retirees and Contract Workers
Retirees covered by the Basic Employees Law benefit from this increase, with the exception of those whose pensions were effective before the decree was issued. Those referred to retirement after March 18, 2026, are subject to the provisions of the new increase. For contract workers, their contracts will be reviewed to ensure compliance with the specified ceilings.
Compensations and Expense Coverage
The Ministry affirmed that compensations granted under current laws and regulations will remain calculated based on wages effective before March 17, 2026, unless laws stipulate otherwise. The expenditure resulting from the implementation of the decree will be covered by the appropriations of the current year's general budgets.
Date of Increase Disbursement
The new salary and wage increase is scheduled to be disbursed with August salaries. The Ministry of Finance indicated that the disbursement process will take place during the last week of the current month to ensure it reaches beneficiaries as soon as possible.
